Terms of Service

1. Service Description
We provide RIPE NCC LIR sponsorship services, including preparation and submission of ASN and related resource requests on behalf of eligible customers. Our service includes reviewing the supplied information, submitting the request, tracking its progress, and delivering the approved ASN and IPv6 PA assignment details. Use of the service is also governed by a separate Sponsoring LIR Agreement, which you will sign electronically upon order placement. In the event of any conflict between these Terms and the Sponsoring LIR Agreement, the Sponsoring LIR Agreement shall prevail with respect to resource assignment and maintenance, and these Terms shall prevail with respect to commercial and website-related matters.
For IPv6 Provider Aggregatable (PA) prefixes allocated from address space held by our LIR, we control the associated RPKI authority and create, maintain, and withdraw the Route Origin Authorization (ROA). Customers have a right to use the PA prefix but do not directly hold the RIPE NCC resource certificate, so they cannot independently manage its ROA in the RIPE NCC Portal. Our service does not include BGP configuration, routing operations, IRR management, peering implementation, DNS management, or managed network support; those remain the customer's responsibility.
2. Eligibility
You must be a legally registered company, organization, or sole trader. By placing an order, you confirm that:
- All information and documentation provided is accurate and complete
- You have the authority to bind the entity you represent
- You meet RIPE NCC's eligibility criteria for ASN and IP resource allocation
We reserve the right to refuse service if we reasonably believe the information provided is inaccurate or the applicant does not meet eligibility requirements.
RIPE NCC reviews each application individually. When an organization is established outside the RIPE NCC service region, its ASN must be used on active network infrastructure (an active network element) within the RIPE NCC service region. The applicant should explain the network need, deployment location, and external connectivity, with IP Transit, BGP, colocation, or other deployment evidence. All applicants remain subject to RIPE NCC's due diligence and applicable sanctions checks.
3. Payment
The sponsorship fee is €89/year, payable via Stripe Checkout. Payment is processed securely by Stripe; we do not store your full payment card details.
Applicable VAT will be added at checkout where required by law. VAT-registered businesses in the EU may provide a valid VAT number for reverse charge treatment where applicable.
The service is an annual Stripe subscription and renews automatically at the end of each paid term unless you cancel before the renewal date. You may cancel through your private status page. Cancellation stops the next charge but does not shorten the current paid term. We will notify active customers by email at least 30 days before a material price or terms change.
You remain a sponsored End User rather than a RIPE NCC member. RIPE NCC does not invoice you a separate LIR membership fee. RIPE NCC's current annual €50 charge for a sponsored ASN is billed to us as the member/LIR and is included in the €89/year sponsorship price.
4. Application Process
After receiving your order and all required documents, we aim to review the submission for completeness and submit it to RIPE NCC within five (5) business days. RIPE NCC then independently evaluates the application. Its review time varies by case, processing queue, and any follow-up questions; no approval or delivery date is guaranteed.
RIPE NCC independently evaluates all applications, and we cannot guarantee approval. Approval is at RIPE NCC's sole discretion based on their published policies and criteria.
As part of the application process, RIPE NCC will send you a verification email. You must complete this verification promptly. Failure to verify your identity within the timeframe specified by RIPE NCC may result in application rejection.
We will keep you informed of the status via your personalized tracking link and email updates.
5. Right of Withdrawal
Under the Consumer Contracts Regulations 2013 (UK) and the EU Consumer Rights Directive 2011/83/EU, you have a statutory right to withdraw from this contract within 14 days without giving any reason. The withdrawal period begins on the day the contract is concluded.
Loss of withdrawal right for digital services: Our service is a digital service that begins immediately upon order confirmation. By placing your order, you expressly consent to the immediate commencement of the service and acknowledge that you will lose your right of withdrawal once the application has been submitted to RIPE NCC. This consent is obtained via a separate, explicit checkbox at checkout — not merely by accepting these Terms.
To exercise your right of withdrawal before service performance, contact us at admin@shikanoko-networks.com with a clear statement of your decision to withdraw. We will process any eligible refund within 14 days of receiving your withdrawal notice.
6. Refund Policy
- RIPE NCC rejection: If RIPE NCC rejects your application, you receive a full refund of €89. RIPE NCC does not charge fees for rejected applications.
- RIPE NCC approval: No refund is available after RIPE NCC has approved the application.
- Application not yet submitted: If you request a refund before your application has been submitted to RIPE NCC, you receive a full refund of €89.
- Submitted to RIPE NCC — decision pending: If you request cancellation after your application has been submitted to RIPE NCC but before RIPE NCC has made a decision, we will use reasonable efforts to withdraw the application. If withdrawal is not possible because RIPE NCC has already begun processing, or RIPE NCC subsequently approves the application, the standard rules for approved applications apply.
- Refund window: Refund requests must be made within 90 days of the order date. If RIPE NCC's review exceeds 90 days, the refund window extends to 14 days after we notify you of RIPE NCC's decision.
RIPE ASN Charge (€50/year under the 2026 Charging Scheme):RIPE NCC bills this annual sponsored-ASN charge to us as the member/LIR, not directly to you. It is included in the sponsorship fee. In the event of mid-year termination under the Sponsoring LIR Agreement, any pro-rata refund of the Service Fee is calculated less: (a) the current year's ASN charge after approval; and (b) any payment processing fees we cannot recover from our payment processor.

7. Customer Responsibilities
You are responsible for:
- Providing accurate, complete, and genuine documentation
- Responding promptly to any requests for additional information from us or RIPE NCC (failure to respond may delay or cause rejection of your application)
- Compliance with RIPE NCC policies, terms, and community standards
- Compliance with all applicable laws and regulations regarding the use of your ASN and IP resources
- Maintaining up-to-date contact information and RIPE Database records
- Providing truthful and verifiable network, upstream, or peering information requested to document your ASN need under the applicable RIPE NCC policy
8. ASN Acceptable Use Policy (AUP)
By using our service, you agree to use your ASN and IPv6 resources in compliance with RIPE NCC policies, all applicable laws, and industry best practices for BGP routing (including MANRS where applicable).
Prohibited activities include:
- Illegal activities of any kind
- Network abuse (spam, DDoS attacks, route hijacking, BGP route leaks)
- Any activity that harms the stability or security of the global routing system
- Use of resources for activities that result in RIPE NCC policy violations
Consequences: We will notify you of violations and request corrective action. If not remedied, or in cases of severe abuse, we may suspend or terminate sponsorship. RIPE NCC may independently revoke allocations. No refund is provided for sponsorship terminated due to AUP violations.
9. Resource Ownership, Sponsor Changes & Service End
- ASN: The approved ASN is an independent resource assigned to the End User. A change of sponsoring LIR generally requires a new agreement and completion of RIPE NCC's contractual relationship change process.
- IPv6 PA /48: The prefix is assigned from Provider Aggregatable address space held by our LIR. It is not an independent resource and cannot simply move to another sponsor with the same addresses.
- RPKI: We create, maintain, and withdraw the ROA for our PA prefix. You cannot independently manage that ROA in the RIPE NCC Portal.
- End of service: After the paid term ends, you must stop announcing and using our PA /48. We will withdraw the related ROA and registration, and you must renumber to replacement address space.
- Migration planning: If you intend to cancel, change sponsor, or move to separately assigned PI space, begin the process before the current term expires. PI space is a separate request and is not an automatic conversion of the PA /48.

10. Limitation of Liability
Nothing in these Terms excludes or limits our liability for: death or personal injury caused by our negligence, fraud or fraudulent misrepresentation, or any liability that cannot be excluded by applicable law.
Subject to the above:
- Our total liability is limited to the amount you paid for the sponsorship service in the 12 months preceding the claim.
- We are not liable for delays, rejections, or actions by RIPE NCC, which operates independently of us.
- We are not liable for indirect or consequential losses (loss of business, revenue, profits, or data).
- We are not liable for losses caused by your failure to provide accurate or complete information.
11. Force Majeure
We are not liable for any failure or delay caused by circumstances beyond our reasonable control, including: acts of God, natural disasters, war, government action, pandemic, internet infrastructure failure, RIPE NCC service outages, or disruption of third-party services (Stripe, Brevo, or Cloudflare).
12. Governing Law & Dispute Resolution
These Terms are governed by the laws of England and Wales. Any disputes shall be subject to the exclusive jurisdiction of the courts of England and Wales.
If you are a consumer resident in the EU, you may also bring proceedings in the courts of your country of residence, and benefit from mandatory consumer protection provisions applicable in that country.
The European Commission's Online Dispute Resolution platform was discontinued on 20 July 2025. EU consumers can find current information about recognised alternative dispute resolution bodies on the European Commission's alternative dispute resolution page. We do not currently commit to participate in a specific ADR scheme, except where applicable law requires otherwise.
13. General
- Severability: If any provision is found unenforceable, the remaining provisions remain in effect.
- No waiver: Failure to enforce any provision does not constitute a waiver.
- Modification: We may update these Terms. Material changes will be communicated to active customers via email at least 30 days in advance. Continued use of the service after the effective date of any changes constitutes acceptance of the updated Terms.
- Assignment: You may not assign your rights without our prior written consent. We may assign these Terms to a successor in connection with a merger, acquisition, or sale of assets.
